MINEM to hold workshop on the Draft Regulations for Complementary Services and amendments to electricity sector regulations
The Ministry of Energy and Mines (MINEM) will hold an informational workshop on May 21st regarding the Draft Regulation for Ancillary Services and proposals for regulatory modifications related to the electrical sector, within the framework of the process to update and strengthen the Peruvian regulatory framework.
The activity aims to present the central aspects of the regulatory proposals published through Ministerial Resolutions No. 171-2026-MINEM/DM and No. 168-2026-MINEM/DM, which are currently in the stage of receiving comments, contributions, and opinions from sector stakeholders and the general public.
During the workshop, the main scopes of the Draft Regulation of Complementary Services will be presented, as well as the proposed modifications to the Regulation of the Electricity Concessions Law, the Regulation of the Wholesale Electricity Market, the Regulation of the Economic Operation Committee of the System (COES), and the Technical Standard for the Coordination of Real-Time Operation of Interconnected Systems.
These proposals are part of the actions promoted by the MINEM in accordance with the provisions of Law No. 28832, Law to ensure the efficient development of Electricity Generation, amended by Law No. 32249, which seek to strengthen the security, reliability, and efficiency of the operation of the National Interconnected Electric System (SEIN).
Likewise, it is proposed to adapt the regulation to the new challenges of the sector, promoting greater integration of agents providing complementary services, including storage systems and other technologies that provide operational flexibility to the system.
In the same way, regulatory initiatives aim to strengthen operational coordination and real-time management by the COES, incorporating technical and economic criteria in line with a modern and more dynamic electricity market operation.
